The importer of record, or IOR, is the party legally responsible for bringing goods into a country in line with its customs laws. The IOR ensures the shipment is correctly valued and classified, files the entry documents, pays the duties and taxes, and keeps the records customs may later request. It can be the owner of the goods, the buyer, or a licensed agent acting on their behalf.
Naming the IOR matters because that party carries the compliance risk and the duty bill. On cross-border moves of machinery, the buyer is often the IOR in the destination country.
